THE ULSTER CRISIS, 1912–14 27 Originally presented by a Liberal backbench MP, Thomas Agar-Robartes, in June 1912, the idea would form the basis of the partitionist solution later to be enshrined in the Government of Ireland Act of 1920. Carson himself was one of the first to offer tentative encouragement to the exclusion plan although he remained for the most part committed to defeating home rule in any form.

However, by the time this order reached Ireland through the incompetent hands of General Arthur Paget, this offer had become an ultimatum to officers residing outside Ulster that they had to either obey orders or face dismissal including the loss of their army pensions. Painted into a corner, around fifty officers declared their preference not to take part in a pre-emptive strike against Ulster and to choose dismissal if it came to the bit, although they would be prepared to take part in a more neutral peacekeeping role.

After reaching a highpoint in 1909 of 1,200 members spread over 100 branches across Ireland, the new leadership allowed the party to drift and fall into decline to such an extent that there was only one branch in existence by 1914. Griffith’s first foray into politics had been a failure and he had shown himself to be an ineffective political leader. In the two general elections of 1910, when home rule was once again back on the agenda of British politics, Griffith’s Sinn Fein stood aside to allow the Home Rule party a clear run.
